 Improved Capital Planning – A Presidential Mandate  Over the last 10 years, significant attention has been directed on improving the way in which departments and agencies plan, budget and manage information technology investments. The need for improved capital planning has led to legislation and Presidential mandates affecting IT investment management and requiring improved E300 business submissions.
Agencies face historic rates of funding request rejections by the Office of Management and Budget (OMB) due to increased federal government requirements to demonstrate sound business cases and the lack of an organized investment selection, control and evaluation process. Facing a yearly budget cycle, departments are aware they must have a repeatable, manageable and predictable process for how they evaluate and select investments in order to receive funding for their key initiatives.
